The number of women and men seeking to make a living as escort agents in California has nearly doubled since 2013, according to a new report.
And that trend is likely to continue as the state prepares to introduce a bill that would legalize the industry in 2018.
The California Department of State has released a report that shows the number of female and male escort workers grew by 2.5 percent and 3.5 percentage points between 2013 and 2017, respectively.
That’s the equivalent of a three-fold increase in the number seeking work in the sex industry.
That includes the estimated 1,400 to 2,000 women and 2,100 men in the state who now make $1.50 to $4.50 an hour.
The report found that the number has increased more than 10 percent since 2015.
“We have seen an increase in demand for escort services across California, particularly among the younger generation,” said Jessica Kopp, the department’s director of advocacy and outreach.
“More women are choosing to seek out escort services, and the number is growing exponentially.”
The report, based on a survey of 1,200 people in California and the District of Columbia, also found that women are increasingly choosing to work with men, and that the proportion of female escort agents has tripled since 2015, from 7.6 percent to 12.6 per cent.
Many of the women who are working for male escorts are older, and they have had to work in a more male-dominated environment in the past.
“They’re more comfortable with the idea of having a male escort, so they’re more willing to do that,” said Kelly Loomis, an associate professor of sociology at the University of California, Berkeley, and author of “Escort: A History.”
“They want to be there and feel comfortable with that.”
The state also found the number who work as a female escort has increased by roughly 4,000 people since 2015; the agency’s median age of 20 has increased from 16 to 20, and nearly half of them are under 25.
“There’s no question that women and women of color are disproportionately represented,” said Loomes.

In New York City, the state has more than 1,700 female escort agencies, and in Washington, DC, there are more than 700.
The industry has grown in California, where there are nearly 1,000 escort agencies, according the report.
“California has a reputation for being a safe place to work as an escort,” said Kopp.
“The number of male escort agents in the Bay Area is smaller, but they’re still there, and it’s not as prevalent as in other places.”
While California has a large number of escort agencies and they all work together to keep their business running smoothly, some states have seen a sharp increase in competition.
In Washington, where the number one agency in the city is the California Association of State and Provincial Agencies, there have been several investigations into allegations of sexual harassment and abuse in the industry.
In 2015, Washington Governor Jay Inslee signed into law a bill, the Protecting Women from Sexual Assault Act, which bans sex-trafficking and requires employers to train and supervise workers who work in escorts and other adult services.
The bill was challenged by the California Alliance for Better Escorts, which filed suit in federal court in March 2017.
“It’s not just that California has this reputation as a safe and nurturing place for people who are in the escort industry, it’s that California’s the only state in the country where the law protects women in escorting,” said Elizabeth A. O’Donnell, the coalition’s executive director.
The lawsuit is expected to go to trial in the next several months.
“I think it’s a real shame that so many women are going to be forced to choose between going to work for someone they believe to be a safer option and going to the streets,” said A.J. Scott, the Coalition’s executive secretary.
“As a society, we need to recognize that the industry is changing, and we need all of the services that women need in the home to continue to thrive.”
The bill also prohibits employers from retaliating against women who report abuse.
California has passed similar legislation in at least 10 other states, including Oregon and Washington.
But the legislation in California was amended in the wake of a 2015 assault case against a female escorting agency in San Francisco.
That case led to a change in state law that requires an investigation if a woman believes her employer has discriminated against her or another woman.
